전 세계는 지속된 코로나19의 위협으로 지속가능성에 대한 경각심이 높아지면서 ESG 경영에 대한 폭발적인 관심이 초래되었다. 이로 인해 전 세계적으로 환경, 인권, 개인의 안전이 중요한 이슈로 부상하며 개인정보보호, 협력사 동반성장, 사회적 불평등 해소 등을 위한 정책도 늘어나고 있다. 이에 따라 향후 ESG 관련 각종 규제 및 정책이 무역기술장벽으로 작용할 가능성이 높아지고 있지만, 이제 막 사회적으로 ESG에 대한 이슈를 다루고 있는 한국의 경우 이와 관련한 대응방안이 미흡한 실정이다. 수출이 주를 이루는 우리 기업들에게 무역기술장벽에 대한 준비와 대응은 매우 중요한 과제이기 때문에 선제적으로 교역 국가들의 ESG와 관련된 각종 이슈나 규제 정책, 관심을 파악할 필요가 있다. 이를 위해 본 연구에서는 ESG의 요소인 환경, 사회, 지배구조 원칙을 다루고 있는 ISO/IEC 인증을 평가지표로 설정하고 국가별 인증서 갯수를 토대로 국가들을 군집화하여 국가별 ESG 평가등급을 도출하고, 각 군집에 속한 국가들의 주요 ESG 동향을 살펴보았다. 또한, 향후 ESG로 발생할 수 있는 무역기술장벽의 대응방안으로 국제표준인증에 초점을 두어 국가별 신규 무역기술장벽에 대한 사전 준비의 필요성과 대응전략에 대해 제시하였다.

The recent economic downturn caused by COVID-19 has raised awareness of sustainability, resulting in explosive interest in ESG management. As a result, environmental, human rights, and personal safety are emerging as important issues worldwide, and policies to protect personal information, shared growth of partners, and resolve social inequality are also increasing. As a result, various ESG-related regulations and policies are likely to act as barriers to trade technology in the future, but in the case of Korea, which is just dealing with ESG issues socially, countermeasures are insufficient. Preparation and response to trade and technology barriers are very important tasks for Korean companies, which are dominated by exports, so it is necessary to preemptively grasp various issues, regulatory policies, and interests related to ESG of trading countries. To this end, this study set ISO/IEC certification, which deals with the principles of environment, society, and governance, as an evaluation index, and clustered countries based on the number of certificates by country to derive ESG ratings for each cluster. In addition, the necessity and countermeasures for new trade technology barriers by country were presented, focusing on international standard certification as a countermeasure against trade technology barriers that may arise from ESG in the future.
