본 연구는 발달장애인 자녀를 둔 보호자가 발달장애인서비스에서 신뢰를 형성하는 과정과 맥락을 탐구하기 위한 연구이다. 이 연구에서는 Strauss와 Corbin의 근거이론방법을 활용하여 발달장애인을 자녀로 둔 어머니 19명을 대상으로 심층인터뷰를 실시하여 인터뷰 자료를 분석하였다.
연구 결과는 다음과 같다. 개방 코딩 과정에서 18개 범주와 65개의 코드가 발견되었다. 이를 통하여 도출된 축 코딩 패러다임은 ‘서비스 기대갖기(인과조건)’, ‘직원과 기관의 신뢰성 판단(맥락조건)’, ‘불균형한 신뢰 경험(현상)’, ‘권력불평등을 경험함(중재조건)’, ‘맡김과 떠남의 행동(작용과 상호작용)’, ‘서로 다른 이용자 역할 맡기(결과)’로 수렴되었다. 이야기 윤곽을 정리하는 과정에서 발견된 중심범주는 ‘불균형한 신뢰 경험, 권력관계 경험에 따라, 맡김과 떠남의 행동을 하며 직원 및 기관과 관계를 맺어가기’였다. 이어 진행된 과정 분석에서는, 보호자가 ‘기대와 불안의 서비스 진입단계 – 불균형한 신뢰성 평가와 경험 단계 – 맡김과 떠남의 대처와 이용자 역할 결정 단계’를 경험한다는 점이 정리되었다. 보호자의 신뢰형성은 특정한 신뢰/불신이 형성되는 사례를 중심으로 정리될 필요가 있다. 따라서 보호자가 경험한 다양한 서비스 상황을, 중심범주에 따라 신뢰성, 신뢰경험, 신뢰/불신행동 등으로 나누어 정리하였다. 정리된 73개의 사례를 중심으로 유형분석을 실시하여 9가지의 유효한 유형을 발견하였다. 본 연구자는 이러한 유형이 나타나는 상황을 검토하기 위하여 상황모형을 구성하였으며, 이러한 검토를 거쳐 ‘신뢰행동의 선택기제’를 설명하는 실체이론을 발견하였다. 제안 이론은, 발달장애인서비스를 이용하는 보호자가 직원 및 기관의 신뢰성과 지역사회의 서비스 대안조건을 고려하고, 직원/기관 동일시, 예상되는 사후가정사고 등의 인지적 과정을 통해 다양한 내용과 수준의 신뢰행동을 선택하는 기제를 설명한다.
상기 결과를 바탕으로, 본 연구자는 사회복지실천관계에서 사회복지사의 신뢰성뿐만 아니라 이용자의 관계 경험, 특히 ‘마지못해 순응하는 이용자’의 신뢰행동에 주목해야 할 이유에 주목한다. 사실 발달장애인서비스를 이용하는 보호자는 각기 다른 내용과 수준의 신뢰행동을 선택하지만, 이들의 취약성은 신뢰행동의 선택으로만 해결되지 않는다. 따라서 본 연구자는 서비스 대안 조건을 우호적으로 바꾸고, 신뢰를 협력으로 전환시키기 위한 실천 및 정책 대안을 제안한다.

This study aims to explore the processes and contexts of parents’ trust-building in developmental disability services. For these aims, the grounded theory methodology was used to analyse the interviews from the 19 mothers of the people with developmental disabilities.

The findings of this study are as follows. 18 subcategories, 65 codes were found during open coding process. Subsequently, axial coding results were ‘expecting services(causal condition)’, ‘judging trustworthiness of staffs/service agency(context condition)’, ‘experiencing unbalanced trust(phenomena)’, ‘experiencing the power inequality(intervening condition)’, ‘entrusting or refusing behaviors(actions and interactional strategies)’ and ‘determining various user roles(result).’ The core category of this study is “according to trustworthiness judging and the power inequality experiencing, mothers display entrusting and refusing behaviors and have relationships with service providers.” The trust-building processes in developmental disability services are ‘service entry with expectation and anxiety’ phase, ‘trust judging and experiencing’ phase, and ‘entrusting–or–refusing and user–role-determination’ phase. By the matrix of behavior strategies/entry opportunities and user roles, 9 valid types are discovered from 73 trust/distrust cases of mothers’ data. Based on the findings, ‘the trust-behavior selection mechanism theory’ is discovered. This substantial theory explains the various service users’ trust behaviors according to trustees’ trustworthiness judging, the alternative conditions calculation, the identification with trustees or services, and the anticipated counterfactual thoughts.

The implication of this study are as follows. For the equality of social work relationship, user vulnerability and uncertainty should be more concerned. The choices on trust behaviors cannot solve the vulnerability problems of mothers. Therefore the practice and policy efforts were presented to make their choice alternatives more favorable.
