본 논고는 통일신라시대 주와 군, 현의 기능과 그 성격에 대하여 살핀 것이다. 통일신라시대에 현이 지방행정과 수취의 기본 단위였고, 현을 단위로 役夫를 징발하였다. 중앙정부에서 縣에 賦稅를 징수하도록 하고, 현은 수취물을 직접 중앙정부에 上供하였다. 통일신라시대에 지방 감찰의 기본 단위가 중간 지방행정단위로서의 군이었고, 이것을 단위로 役夫를 징발하는 한편, 진휼한 사실도 확인된다. 하대에 중고기와 마찬가지로 郡 단위로 군단을 편성하였으나, 그 실체를 정확하게 알 수 없다. 통일신라시대에 광역의 지방행정단위인 주 단위로 역부를 징발한 사례가 발견되고, 중대에 州의 都督(摠管)이 10停軍團과 萬步幢을 지휘하였다가 하대에 이르러 각 주마다 緋衿幢과 師子衿幢을 추가로 배치하면서 州 長官의 軍事權이 한층 더 강화되었다. 한편 통일신라시대에 州의 도독(총관)이 그가 관할하는 광역의 주 영역에서 발생한 각종의 사건사고, 괴변, 기이한 일, 특이동향 등을 수렴하여 중앙정부에 보고하거나 주 영역에서 발견된 상서로운 동식물을 수합하여 國王에게 進上하였다. 이외에 州에서 사신의 접대와 환송, 표류민의 송환 등 외국과 관련된 제반 사항을 관장하였고, 사신 접대와 환송, 군대의 유지와 운용 등에 필요한 경비를 예하의 군·현에 분담하여 上供하게 하였다.

This article examines the functions and operations of Ju(州)·Gun(郡)·Hyun(縣) in the Unified Silla Period. During the Unified Silla Period, a Hyun was the basic unit of local administration, tax collection, and labor requisition. The central government had the Hyun to collect taxes, and Hyun directly transferred the receipts to the central government. In the Unified Silla Period, the basic unit of local supervision was a Gun as an intermediate local administrative unit, and it was confirmed that this was also the unit of requisition and relief. In the Late Period of Silla, the corps was organized by the Gun level, just like the Middle Ancient period, but it is not known exactly. In the Unified Silla Period, there were cases of requisitioning labor by Ju, and in the Middle Period the Dodog(都督) or Chonggwan(摠管) commanded 10-Jeong corps(十停軍團) and Manbodang(萬步幢), and the military power of Ju’s mimister was further strengthened in the Late Period of Silla with additional Bigeumdang(緋衿幢) and Sajageumdang(師子衿幢) deployed under their command. Also, in the Unified Silla Period, the Dodog or Chonggwan(Ju minister) of the Ju were obligated to collect various incidents, accidents, oddities, or unusual trends that occurred in the Ju’s area of the province under their jurisdiction and report to the central government or collect and offer auspicious animals and plants found in the Ju’s area to the King of Silla. In addition, during the Unified Silla Period, each Ju was in charge of foreign affairs, such as entertainment and repatriation of envoys and repatriation of migrants, and all matters related to foreign countries. In each Ju, each subordinate Hyun or Gun was allocated and made responsible for the expenses necessary for the reception and repatriation of envoys, and maintenance and operation of troops, etc.
