The purpose of this study is to examine the process of expanding the role of NGOs, which were formed in the 1950s and carried out various urging activities in the 1990s, in the issue of ¡®Repatriation of Koreans to Sakhalin¡¯. Paying attention to the fact that, despite the vigorous demands and urging of NGOs in the 1970s and 1980s, the issue of the repatriation of Koreans to Sakhalin made rapid progress from the 1990s, the movement capacity of NGOs and their activities and the issue of repatriation were shared by each government. Analyze the relevance of political opportunities that have emerged as the negotiating agenda. As a framework for the analysis, we intend to use the ¡®Policy Impact Analysis Model of Citizen Movements¡¯ presented by Kim Sunmi. This analysis model is a framework that can analyze the policy results of the combination of these two variables, centered on two variables, ¡® political opportunity¡¯ and ¡®exercise capacity¡¯, and is a framework for analyzing the results of civic movement and policy influence into four types (1. Complete acceptance, 2. Compromise acceptance, 3. Exclusive acceptance, 4. Complete exclusion). In this study, within the framework of the above analysis model, the process of expanding the role of NGOs until the result of the Sakhalin Korean issue returning to their home country was analyzed. As a result of the analysis, first, looking at the role of NGOs in the issue of the return of Koreans to Sakhalin, their demands and arguments in the early stage were Type 4, in a state of being ¡®completely excluded¡¯ from the policy, and then being exclusively accepted as Type 3. started with limited acceptance. Since then, it can be seen that the demands of the Type 1 NGOs were fully accepted in the policy as they moved to the full-scale and practical activities of the ¡®Korea-Japan Red Cross¡¯ and the ¡®Meetings of Parliamentarians¡¯, leading to negotiations between the governments. Second, it was derived that the policy change due to the role of NGOs in this Sakhalin Korean issue led to negotiations between the new governments as a result of the simultaneous action of expansion of political opportunities and strengthening of exercise capacity, not just the power of NGOs.
