The Act provided for precise regulatory systems and various administrative measures to prevent consumer damage caused by incomplete sales of high-risk financial instruments, predatory loans, etc. The so-called six major sales regulations, which used to be limited to some financial instruments under the Capital Markets Act, Insurance Business Act, Credit Finance Act, and Mutual Savings Bank Act, will be expanded to the same level as the Capital Markets Act, especially for violations. In order to enhance the effectiveness of consumer damage relief, an adjustment exclusion system and a lawsuit suspension system were introduced to prevent arbitration avoidance by financial companies during dispute mediation, and the burden of proving damages was changed to guarantee consumers right. As financial instrument transactions became transparent and consumers options expanded, consumers could withdraw their subscription within a certain period of time after purchasing financial instruments, the right to terminate contracts unilaterally was first guaranteed, and the comparative disclosure was mandatory. The most important items are the right to withdraw subscription, the right to cancel the illegal contract, and the right to withdraw the contract within 7 days for investment products, 14 days for loanable products, and 15 days for guarantee products, and the right to terminate the fee or penalty within 5 years. This is a very strong protection for financial consumers, but financial companies that violate the law have to pay 50 percent of their income as a punitive fine, so they are very worried. For example, if a consumer exercises the right to withdraw a subscription for no reason, the financial company must fully compensate for financial losses caused by the exercise of the right to withdraw a subscription, so it has to leave the payment paid by the consumer untouched.
