First, in the Lawmaking Period (1961-1993), it can be seen that the government has continuously strengthened its public character of prioritizing open values for private schools.
Second, in the period of Extended Self-reliance (1993-1997), instead of easing regulations on the number of directors of school corporations, the Private School Law on the Introduction of an External Audit System for the Accounting of School Firms was amended to enhance the independence of the Board of Directors through the enhancement of professionalism and to increase the public nature and transparency of the operation of private schools.
