한국사 교과서의 조선후기 서술은 근대적 발전 양상을 보여주려는 의도가 강하게 반영된 논리 구조로 이루어져 있다. 분야별로 살펴보면, 정치사는 붕당정치, 탕평정치, 세도정치로 이어지는 단계별 구조로 서술되었다. 탕평정치로 사회경제적인 안정을 누리던 18세기 상황이 19세기 세도정치의 시작으로 인해 문란해졌다고 보았다. 경제사는 17세기 이후 농법 발달과 농업생산량 증가, 농업 경영방식 변화, 화폐 발달, 상업･광업･수공업 등 제반 산업의 발달 등이 진행되었다고 서술하였다. 경제 발달은 사회적으로는 재산을 축적한 이들이 신분상승을 도모하는 계기가 되었고, 교육 기회의 확대에 따른 서민 의식 성장으로 이어졌다. 사상적으로는 성리학적 통치이념의 한계를 극복하고자 실학이 등장했으며, 문화적으로는 한글소설, 탈춤, 판소리 등이 성행하며 지배층에 대한 풍자와 비판의식이 고조되었다.
경제적인 발달이 사회 전반의 의식 성장과 근대적 변화를 불러왔다는 것이 전반적인 논리 구조이다. 반면, 19세기에 이르면 조정 관리들은 민생보다는 개인의 이익을 앞세우고, 지방 관리들은 과중한 부세를 징수하여 민생이 심각한 곤란에 빠지게 되었다. 삼정문란으로 농민들의 반발이 거세졌으며, 결국 민란의 발생으로 귀결되었다. 17, 18세기의 사회경제적 발달 성과를 단숨에 무너뜨린 원인으로 지목된 것은 바로 세도정치이다.
이러한 서술에는 여러 오류와 과장이 발견된다. 민생 안정을 위해 시행된 부세제도 개편은 시행 취지와 무관하게 농민에게 큰 혜택이 되지 못한 정책으로 평가되었다. 하지만 이는 시기별 차이가 고려되지 않고, 실증적인 검토도 충분히 이루어지지 않은 해석으로 판단된다. 농업 발달은 실제 생산량 분석이 이루어지지 않았으며, 새로운 경작 방식도 일반화하기 에는 사료적인 한계가 있었다. 상품경제발달의 핵심이라 할 수 있는 화폐 유통도 국가의 재정확보 목적이 간과된 측면이 있었으며, 상업사의 발달도 그 수준이 어느 정도였는지 상대적으로 가늠하기 어려웠다. 양반층 분화와 신분제 변동도 반론을 제기한 새로운 연구들을 충분히 반영하지 않고 신분제의 해체 과정으로만 서술하였다. 19세기 혼란의 원인으로 지목된 세도정치는 실증적인 분석보다는 감정적인 서술과 편향된 평가가 많았다. 17, 18세기 동안 사회경제 전반에 걸쳐 발달하던 상황을 세도정치 하나로 반전시켰으며, 민중의식의 성장을 계기로 민란이 발생하였다는 결론을 내며 근대 국가로 이행하는 과정을 구조화하려는 의도를 볼 수 있었다. 이 같은 교과서 서술은 학생들의 역사관을 왜곡시킬 우려가 있으며, 사고의 범위를 과도하게 제한할 수 있다. 또한 막연하게 조선왕조에 대한 부정적 인식을 키울 수 있어서 조선시대에 대한 정당한 역사적 평가를 저해한다. 교과서가 학생들의 역사관에 큰 영향을 미치는 만큼 부적절한 표현과 편향된 평가를 수정하고, 학계의 진전된 연구를 바탕으로 신중히 보완할 필요가 있다.

The description of the late Joseon Dynasty of Korean history textbook is organized by logic structure reflecting the intention to show the tendency of modern development strongly. It was described to show development of agricultural method, increase of agricultural productivity, change of agricultural management, development of currency, development of various industries such as commercial industry, mining industry, manual industry, etc. from the 17 th century. The development of economic sector became the opportunity to promote status rising of people who accumulated assets socially and was connected to the growth of common spirit by expansion of educational opportunities. On the other hand, in the 19 th century, court governors focused on individual benefits rather than public welfare as well as rural governors collected excessive taxes, so the livelihood of the people got into a serious mess. Due to the Samjeong disorder, farmers strongly resisted and finally, caused the occurrence of a riot. The reason for collapsing the outcomes of social and economic development in the 17 th and 18 th centuries all at once was rightly power politics.
In the description, there are several errors and exaggerations.
Reorganization of taxation system fulfilled for the stability of people’s livelihood was evaluated as the policy that could not make a big benefit to farmers regardless of the purposes. However, it’s judged not to conduct the analysis and positive examination of the differences by period. For the contents of agricultural development, it was not analyzing the actual productivity and there were historial limits to generalize new method of cultivation. Currency distribution that can be a key of product economic development overlooked the purpose of national finance securement and it was relatively difficult to estimate the level of commercial history’s development. The division of the gentries and change of status system did not reflect the studies suggesting new discussions sufficiently and was described as only process of modern development. Power politics that was nominated as the reason for the 19 th century confusion includes more emotional description and biased evaluation than positive analysis. As textbooks make a lot of effects on students’ awareness on history, it’s necessary to revise improper expression and biased evaluation and supplement carefully based on advanced studies of the academic world.
