Purpose: Youth-Friendly Service (YFS) has been recognized as an important avenue for providing proper health care service and information to young people. This study aims to understand YFS and analyze the effectiveness of the service.
Originality: This study investigates the perception and experience of stakeholders about YFS programs, which have been understudied, and seeks to provide suggestions for YFS enhancement.
Methodology: A qualitative case study was conducted by interviewing health service providers, peer educators, YFS visitors, and NGO program officers at two YFS sites located in the Oromia region in Ethiopia. The data were analyzed with the YFS¡¯ assessment tool, which was adapted from World Health Organization¡¯s guidelines, while applying a theory of change approach.
Result: In the study, the selected YFSs at the two centers were positively assessed on the basis of five principles:
accessible, acceptable, equitable, appropriate, and effective. By conducting various activities and providing adolescent-friendly services, the awareness of YFS among community members has increased, and adolescents have begun receiving comprehensive health services, including sexual and reproductive health services. However, several limitations were also found, such as the health service providers being overworked because of a lack of personnel, a high turnover of staff at the health center, limited knowledge of peer educators, or a lack of consideration of regional differences such as population or program size when allocating cost.
Conclusion and Implication: To enhance adolescents¡¯ sexual and reproductive health, it is necessary to maximize the positive elements of YFS that were presented in this study and find a way to overcome the limitations through the collaboration of various groups including adolescents, health service providers, community members, NGOs, and government officials.
