본 연구는 원전주변 지역안전문화 실태와 문제점을 파악하고, 대형재난을 예방ㆍ대비하기 위한 안전문화의 개선 방안을 도출하고자 하였다. 특히 원전 주변지역으로서 규모가 큰 지진을 경험한 경주는 복합재난과 같은 대형재난의 가능성을 전혀 배제할 수 없다는 점에서 본 연구의 대상지역을 월성원자력발전소 인근 경주시로 하였다.
조사분석 결과에서 원전지역 주민들의 재난 안전문화 수준은 미흡한 측면이 많은 것으로 나타났으며, 특히 정부와 (주)한국수력원자력에 대한 신뢰, 위험대비 인식, 안전교육 분야가 현저히 낮은 것으로 평가되었다. 이러한 분석을 종합하여 본 연구에서 제안된 개선방안은 다음과 같다. 첫째, 재난 안전문화 운동을 통해 안전의식 개선이 필요하며, 지역주민에 대한 정부 및 (주)한국수력원자력의 신뢰 개선의 노력이 요구된다. 둘째, 재난안전 법규, 절차의 실질적 효과를 위해 정부차원에서 뿐만 아니라, 지역단위를 기반으로 한 재난 안전프로그램의 구축이 필요하다. 셋째, 지역리더 중에서 재난안전 관리자를 지정 운영하는 방식을 고려할 필요가 있다. 넷째, 재난 안전교육을 의무화하여 지역의 전 주민이 참여하는 교육ㆍ훈련이 시행되어야 한다. 다섯째, 재난 안전교육을 위해서 이러한 분야의 위탁교육기관 지정ㆍ운영방안이 요구된다.

This study sought to identify the actual conditions and problems of safety culture of residents in nuclear power plants(NPPs), and to find ways to improve safety culture to prepare for major disasters. For this purpose, The study area was designated as Gyeongju. Beacause Gyeongju, which experienced a large earthquake in the vicinity of the nuclear power plant, could not completely exclude the possibility of a major disaster such as a complex disaster.
As a result of the survey, disaster safety culture level of the residents of nuclear power plant area was found to be insufficient. Especially, confidence in the government and Korea Hydro & Nuclear Power Co., Ltd.(KHNP), risk awareness, and safety education were significantly lower.
Therefore, the following suggestions are suggested in this study.
First, safety awareness needs to be improved through the disaster safety culture campaign, and efforts to improve the trust of the government and KHNP to local residents are required.
Second, it is necessary to establish a disaster safety program based on the local unit as well as at the government level for the practical effects of disaster safety regulations and procedures.
Third, it is necessary to consider how to designate and operate a disaster safety manager among local leaders.
Fourth, disaster safety education should be mandatory and education and training should be implemented for all residents of the area.
Fifth, for disaster safety education, designation and operation of consigned educational institutions in these fields are required.
