우리나라에서 수출과 수입 화물은 약 99%가 항만을 통해 선박 운송되고 있다. 그리고 전국의 31개 무역항에서 처리되는 화물의 약 30%가 위험물(336백만 톤)이다. 이는 많은 위험물들이 항만을 통해 운송되기 때문에 항만에서의 위험물 사고 발생가능성도 높다고 볼 수 있다. 이에 본 연구에서는 항만사고의 발생으로 인한 재난대응 협업체계 구축 방안을 제시하는 것을 목적으로 미국과 일본의 해외 해상사고 재난대응 협업시스템 사례를 분석하고 시사점을 도출하고자 한다. 해외사례를 통해 얻을 수 있는 시사점은 다음과 같다. 첫째, 해외 사례들은 재난관리의 대비 및 대책에 있어서 대형복합재난에 대비한 비정형적(unconventional) 재난관리시스템의 정립 및 구축이 필요하다. 둘째, 초동 대응의 실패는 자연재해든 인적재해든 지역주민의 구호 및 경제 재건에 큰 영향을 준다. 셋째, 국내 항만도 대규모 기름 유출사고에 대비하여 항만의 시설과 기능을 보완하여야 한다. 넷째, 항만의 자연재해 위험정도를 면밀히 조사하고 이에 따른 자연재해대책의 진척상황 등에 관한 평가를 정기적으로 실시하고 이를 발표하여 관계자 및 대응인력의 경계태세 및 방재의식을 고취시킬 필요가 있다. 다섯째, 주요항만을 경유하는 선박 전체에 대한 내비게이션 시스템 등 기계적점검작업을 정기화하고, 선원들의 자격평가를 강화할 필요가 있다.

The purpose of this study is to propose a plan for disaster safety management organization policy design through gathering opinions of experts through AHP analysis to find direction of integrated disaster safety management organization.
As a result of the analysis, the priority of the organization type was the Presidential Committee (1st rank), enlargement
of the ministerial level system (2nd rank), and the reduction of the Prime Minister (3rd rank). And the most important principles to consider in the operational process were field-oriented and flexibility (first rank) and professionalism (second rank). In addition, the field-oriented and flexibility, professionalism, and coordination are the order of response in the case of commission, while the extension of the ministerial system is in order of the field-oriented and flexibility, totality, and professionalism.
Finally, the operation of the disaster safety management organization should strengthen the policy support and evaluation functions to implement the preventive function, second, strengthen the cooperation network among the disaster safety management related organizations, and third, it is necessary to design to strengthen the coordination role between agencies.
