시간사용조사는 돌봄노동 시간을 측정하는 핵심적인 도구로 보편적으로 사용되고 있다. 시장이 아닌 가정이라는 사적 영역에서 시간 자원의 활용 실태를 정확하게 조사 할 수 있기 때문이다. 시간사용조사 설계의 차이로 인해 시간사용조사 자료는 일관된 돌봄노동의 개념과 측정 방식을 갖고 있지 않다. 본 연구의 목적은 돌봄노동 시간 측정을 둘러싼 이슈를 검토하고 2014년 생활시간조사 자료를 사용하여 부모의 자녀 돌봄노동 시간 측정에 대한 대안적인 접근을 제시하는 것이다. 생활시간조사의 자녀 돌보기 관련 행동만을 자녀 돌봄으로 정의하는 직접 돌봄노동 시간은 자녀 돌봄시간을 과소 추정하는 경향이 있다. 본 연구는 자녀와 함께 하는 시간을 직접 돌봄노동만으로 측정할 경우 간접 돌봄노동의 형태로 참여하는 아빠의 자녀 돌봄시간을 과소추정하거나 취업모의 자녀 양육을 과소 추정하게 될 가능성이 있음을 밝혔다. 본 연구는 돌봄노동 시간을 제대로 측정하는 것은 돌봄노동의 가치를 제대로 평가하는 출발점이며 가정과 노동시장에서의 시간 사용에서의 성별 격차를 드러내기 위한 측정 도구를 개발하는데 좀 더 관심을 기울여야 함을 주장한다.

Time use surveys are widely used as key tools for measuring care work time. The use of time use surveys contribute to investigating multifaceted aspects of family time and care work in the private sphere. Measuring care work time using time use surveys, however, is based on inconsistent approaches with respect to the concept and measurement of care work. The purpose of this study is to present an alternative approach to measure the child care time that Korean parents spend for their children using the 2014 Korean Time Use Survey. We presented several operational concepts and measurements of child care work:
direct and indirect care time, with the latter focusing the time parents spent together with children. Focusing only on direct care work time, which defines only child care-related behaviors, may results in underestimating or overestimating child care time for particular groups relative to their counterparts. We argue that proper measurements of care work time is required to disadvantages and values of care work and their implications for gender inequality. More careful and serious attention needs to be paid to the development of measurement tools using time use surveys.
