In this study, we investigated the effects of SSI-based instruction on promoting elementary school students¡¯ key competencies as citizens. Fifty 6th graders in a public elementary school participated in this study. Students in the experimental group took SSI classes over eight weeks regarding eight selected issues that matched Korean national science curriculum, whereas students in the control group was taught by traditional lecture-based instruction. We administered the instrument that measures key competencies, focusing on scientific problem solving and communication skills among the key competencies for science learning, before and after the instruction. collected the experimental group¡¯s small group discussions and focus group interviews for an analysis. The results indicated that the experimental group improved significantly in critical problem solving, meta-cognition, and active listening more than the control group did. In the experimental group, students became to identify the causes of problems, search for appropriate data from various sources, and go through the process of critical problem solving to make an informed decision. In addition, a free class atmosphere allowed students to express their own opinions, and to accept various perspectives around the issues. This study demonstrated that SSI program can be an effective instructional method for elementary school students to cultivate their key competencies as citizens.
