본 연구는 박근혜 정부의 유라시아 이니셔티브와 긴밀한 관계를 가지는 중앙아시아 3개국(우즈베키스탄, 카자흐스탄, 몽골) 직업교육훈련 ODA의 PPP 접근사례 분석을 통해 우리나라 ODA 기반 PPP활성화 방안을 제시하고자 한다. 중앙아시아 지역은 우리 나라 정부가 추진하고 있는 유라시아 이니셔티브의 핵심지역으로써 ODA 뿐 아니라 향후 다양한 경제협력 등이 기대되는 지역이 다. 또한 직업교육훈련분야는 ODA의 다양한 분야 중 한국이 비교 우위를 가지고 있는 분야로 손꼽힐 뿐 아니라 오래 전부터 공공과 민간의 파트너십이 중요하게 인식되어 온 분야다. 더욱이 직업교 육훈련은 고용률, 생산성 및 수입 향상을 통해 빈곤 감소에 기여하는 등의 직접적 효과를 나타낼 수 있어 Post-MDGs 논의에도 중요 하게 간주되고 있는 분야이다. 동 연구에서는 PPP관련 국내와 현지 전문가들의 의견을 수렴하여 분석하였으며 중앙아시아 진출기 업을 대상으로 한 설문조사도 실시하여 기업의 의견을 조사하였다. 이에 기반하여 중앙아시아 3개국에서의 PPP 활성화 방안과 우리나라 PPP 정책추진 시 고려할 사항을 함께 제안하였다.

The study aims to provide measures to promote public-private partnerships (PPP) in the Korean government s Official Development Assistance (ODA) policies in the field of Technical and Vocational Education and Training (TVET). This work is based on the findings from ODA in TVET programs from Uzbekistan, Kazakhstan and Mongolia, the three Central Asian Countries which hold close ties with President Park Geun-hye s “Eurasia Initiative.”
Central Asian region is the key area in the Korean government s “Eurasia Initiative” not only in ODA but also for various future economic cooperation.
Concurrently, TVET is one of the areas Korea has comparative advantage in ODA and has been considered as an important field in PPP. Furthermore, TVET is actively brought-up in the post-MDG discussions for its contributions in reducing poverty through increase in employment and productivity and income.
In this regard, this study collectively analyzes the opinions of Korean and local/Central Asian experts in PPP and the surveys of Korean companies in the Central Asian region. Through such efforts, it provides suggestions for PPP facilitation in Central Asia and for future PPP policies of the Korean government.
