연구는 국가장학금을 포함한 장학금 지원 정책이 대학생들의 학비 부담을 완화시킴으로써 학업 성취나 대학 적응 등의 대학교육 성과에 어떠한 영향을 미치는지를 탐색하는 데 목적이 있다. 분석 자료는 한국교육개발원의 한국교육종단연구 7~9차년도 자료를 활용하였으며, 분석 방법은 학생배경에 따른 선택편의 및 이전년도의 장학금 수혜 여부를 고려한 인과매개모형(causal mediation effect model)을 적용하였다. 분석 결과, 국가장학금 도입 직후에는 장학금 수혜 여부에 따른 학점과 대학적응 효과가 크게 나타난 반면, 국가장학금의 지원 대상과 지원액 규모가 확대됨에 따라 한계 효과가 줄어든 것으로 나타났다. 이러한 경향은 장학금 수혜액, 장학금의 등록금 충당률이 학점과 대학적응에 미치는 효과에서도 유사하게 나타났다. 연구 결과를 토대로 본연구는 국가장학금 등 학자금 지원 정책의 효과를 제고하기 위한 방안으로 장학금 지급 기준 소득 분위를 낮추고, 1인당 지급 기준액을 늘리는 방안에 대한 고려가 필요함을 제안하였다.

The purpose of the study was to examine the effect of college student’s financial aid policy including Korean national grants on college education outcomes such as GPA and adjustment to college. In doing so, the study utilized data of the 7th~9th year from the Korean Education Longitudinal Study and applied a causal mediation effect model for statistical analyses. Findings showed that the effects of college student’s financial aid policy on GPA and college adjustment were considerable in 2012, shortly after the national grant policy was introduced. However, the effect size gradually decreased as both scope of students eligible for national grants and the total amount of nation grants were expanded. Similar results showed in the relationships among the amount of national grants that students received, the proportion of the financial aid money to the total tuition, and college education outcomes: The marginal effect of the financial aid was diminished as time went by. Based on these findings, the study suggested that the scope of eligible students should be narrow and the amount of grants per student should be increased to enhance the effectiveness of college student’s financial aid policy.
