2001년 뉴욕시와 워싱턴에 대한 9/11 테러리즘은 미국의 취약성에 대한 국제적 관심을 불러 일으켰고, 이후 미국의 안보개념이 변경되었다. 과거에는 전통적인 안보분야만이 국가의 주권을 지키는 위기로 간주되어 왔다. 그러나 테러리즘으로 인해 수천명이 사망하고, 지진으로 인해 수십만명이 사망하고 있으며, 더욱이 최근에는 인적 재난 등으로 수백명이 희생되는 사건이 세계 곳곳에서 발생하고 있다. 이에 세계 각 국가들은 이 사건들을 국가위기관리 차원에서 다룰 필요성을 느낀 것이다. 이런 점에서 9/11 테러 이후 주요 선진국들은 무한경쟁 시대의 안보개념을 전통적인 안보에서 포괄적인 안보 개념으로 전환한 것이다. 이런 포괄적 안보개념 속에서 미국은 애국법을 통과시켜 테러리즘에 대한 전쟁을 선포하였다. 이 법은 미국에서 테러리즘을 예방하고, 처벌하기 위해 제정된 것으로서 2001년 10월 26일, 조지 부시대통령이 서명함으로써 성립되었다. 이 법에 따르면, 미국 수사당국에 의한 도청의 권한을 대폭 확대하는 등 당국에 유례없는 강력한 권한을 부여하고 있다. 또한, 미국은 9/11 이후 테러리즘에 대응, 맞서기 위한 방안으로 국토안보부(Homeland Security)와 교통안전청(Transportation Security Administration)을 설립하였다. 국토안보부는 주정부와 지방정부에 “테러로부터의 공격, 주요 재난, 기타 위기상황을 예방하고, 대비하고, 대응하고, 복구하기 위해서” 필요한 수십억 달러의 자금을 관리한다. 교통안전청은 최근 일년 동안 47억 달러의 비용을 사용하며, 미국의 모든 공항보안을 효과적으로 국유화하였다. 또한, 항공보안 절차들이 점차 표준화되고 엄격해졌다. 이와 같은 미국 대테러리즘의 본질을 한마디로 요약하면 “테러리스트들을 초기에, 궁극적으로 파괴시킬 수 있는 축적된, 끊임없는 정부의 적극적인 활동”이라고 할 수 있다.
우리나라도 테러리즘의 예외국가가 아니다. 북한이나 국제테러리즘, 자생테러리즘 등 다양한 형태의 테러리즘이 발생할 가능성이 있으며, 이에 대한 대비를 철저하게 해야 한다. 우리도 테러리즘으로부터 국민 안전을 위해서 ‘테러방지법’을 조속하게 제정하여 국가적 차원의 총제적인 대응시스템을 구축해야 한다. 테러리스트 그룹의 실체를 정확하게 파악하고, 테러리스트들을 사전에 검거하며, 테러자금 및 무기의 지원 봉쇄, 그리고 테러리즘 네트워크의 국제적 연결고리를 차단시켜야 한다. 국가와 국민안전에 있어서는 여당과 야당간의 정쟁이 있을 수 없고, 수 천개의 국가정책과제 중 최우선과제로 집행되어야 한다. 효과적인 대테러리즘은 다양한 수준과 측면에서의 접근방법, 그리고 선제공격 전술 등을 포함한 사고관리 역량을 강화시키는 심도 있는 연구와 학습으로부터 나온다.

On the morning of September 11, nineteen al-Qaeda agents operating in four teams hijacked commercial jetliners, using only box cutters to carry out their task. Casualties from the 9/11 attacks were enormous : 2,998 killed or missing. The economic cost of the attacks was also catastrophic.
This terrorism have changed Americans' perception of domestic and international terrorism. They have forced the nation to reevaluate its state of readiness to protect, prevent, and respond to attacks. These attacks clearly demonstrated the shortcomings of existing institutions and showed the need for a sharper focus on prevention of mitigating the impact of terrorism and also on developing improved capabilities of emergency response.
In the last decades of the twentieth century, terrorism has been adopted as a strategy by a number of groups and movements that do not fit easily into the century's dominant storylines concerning ethno-nationalism, revolutionary leftism, and jihadism.
In general, counter terrorism can be carried out by governmental departments, the military, law enforcement agencies, intelligence agencies, emergency responders and many other groups in society. Counter-terrorism can take a variety of forms.
In the United States, one of the government's first official reactions to 9/11 was the creation of new laws and agencies to counter or combat terrorism.
In a bid to better secure air travel, the U. S. government created the Transportation Security Administration, which effectively nationalized all airport security. And, in 2003, the US Congress created a cabinet-level Department of Homeland Security - the third largest department in the federal governmentdevoted to the prevention of and responses to terrorism. The USA PATRIOT Act was passed by the United States Congress in 2001 as a response to the September 11, 2001 attacks.
The USA PATRIOT Act (commonly known as the Patriot Act) is an Act of the U. S. Congress that was signed into law by President George W. Bush on October 26, 2001. The title of the act is a ten letter backronym (USA PATRIOT) that stands for Uniting (and) Strengthening America (by) Providing Appropriate Tools Required (to) Intercept (and) Obstruct Terrorism Act of 2001.
The purpose of the USA PATRIOT Act is to deter and punish terrorist acts in the United States and around the world, to enhance law enforcement investigatory tools, and other purposes, some of which include:

ㆍTo strengthen U. S. measures to prevent, detect and prosecute international money laundering and financing of terrorism;
ㆍTo subject to special scrutiny foreign jurisdictions, foreign financial institutions, and classes of international transactions or types of accounts that are susceptible to criminal abuse;
ㆍTo require all appropriate elements of the financial services industry to report potential money laundering;
ㆍTo strengthen measures to prevent use of the U. S. financial system for personal gain by corrupt foreign officials and facilitate repatriation of stolen assets to the citizens of countries to whom such assets belong.

Effective counter-terrorism requires the ability to study and learn from attacks, to improve incident management, as well as having pre-emptive capabilities, and planning, and implementing counter-terrorism approaches that are inclusive, multi-level and multi-dimensional. If society can understand the factors affecting the use and change of terrorist tactics, it will be a significant step in contributing to counter-terrorism and disrupting terrorist operational and support planning and activity.
