문화 영역에서 ‘유럽의 유럽화'를 지향하는 유럽연합의 문화정책은 유럽 지역의 개별 국가들 사이에 공존하는 공 의 역사와 문화를 하나로 이해하고 문화공동체 의식을 확산시킴으로써 결과적으로 ‘유럽인들의 공동의 문화공간'을 형성함은 물론 유럽연합이라는 정치·경제적 공동체를 창출하는데 기여했다고 평가된다. 이 중에서도 ‘유럽문화수도 프로그램’은 지금까지 비교적 높은 수준 의 시민 참여를 기록하였고, 문화 및 사회경제적으로 중대한 영향을 미친 것에
비추어 유럽연합의 문화정책 중에서 가장 성공적인 것으로 평가된다. 하나의 선행사례로서 유럽연합의 문화수도 프로그램을 면밀히 검토하는 것은 유럽과 달 리 다자적 제도가 존재하지 않고 협력의 수준도 낮은 동북아에도 의미 있는 시
사점을 제공해준다.

Cultural policy of the European Union has contributed to creation of the political and economic community by spreading a sense of culture community. Above all, the 'European Cultural Capital Program so far recorded a relatively high level of citizen participation, and also had a great cultural and socio-economic influence. European Cultural Capital Program is estimated one of the most successful cultural policies. A careful review of European Cultural Capital Program will provide a meaningful implication in Northeast Asia which has not powerful multilateral institutions, even a low level of cooperation.
