본 연구는 국내 혁신형 중소기업의 인증 정책제도를 비교 분석하고, 이를 통해서 이미 시행되고 있는 지원정책의 특성을 재평가함으로써, 향후 새롭게 추진될 정책 및 연구에 대한 함의를 도출하고자 시행되었다. 분석결과, 첫째, 오슬로매뉴얼을 토대로 한 종합적 인증 체계가 아직 미정립 되었으며, 평가지표도 외부혁신역량에 대한 보완이 필요하였다. 둘째, 혁신형 중소기업에 대한 개념이 미정립 되어, 인증 기업의 높은 중복이 발생하는 등 평가 및 혜택에서 인증 제도 간 큰 차이점이 없었다. 셋째, 인증 전체가 기술보증기금에 대한 높은 평가 의존도를 보이고 있어, 민간의 평가기능이 부족한 것으로 분석되었다.

The purpose of this study is to examine the current status of Korean Small and Medium-Sized Enterprises (SMEs)’s innovation accreditation system and policy. In particular, the innovation-oriented SMEs’ accreditation system is uncovered for reconsideration in terms of governmental policy efficiency and effectiveness. By employing a comparative study approach, we found some important results from this study. First, there is in general a lack of clear definition of innovation-oriented SMEs, and it is found that there are some level of redundancy of the innovation accreditation system which comes from high redundancy rate (23%) among accredited innovation-oriented SMEs. Second, the current system is not fully developed and established yet due to the lack of accreditation evaluation index over technology and management. Finally, it is also important to note that there is insufficient market-oriented evaluation which depends at large on the government agency such as Korea Technology finance Corporation’s fund.
