지역 시민단체들의 활동목표는 생활세계(삶의 질)의 개선, 지역 정치환경의 개선, 지역 경제발전에의 기여, 지역단위의 국제교류 증진 등으로 나누어 볼 수 있다. 이것들은 지역거버넌스(local governance)의 지향점이자, 주민들의 지역발전에 대한 기대유형(community developmental needs)이다. 지역 시민단체들은 이와 같은 거버넌스 목표에 어떻게 대응하고 있을까? 본 연구는 전북지역 시민단체들의 활동내역을 분석함으로써 이 문제를 경험적으로 밝혀 본다. 이를 위해 필
자는 전라북도가 2000-2002년의 3년 동안 지급한 시민단체 지원금(국비 및 지방비) 내역과, 같은 기간동안 전주시가 자체 예산으로 지급한 시민단체 임의 보조금(지방비) 지원내역에 대한 내용 분석을 시도하였다. 분석결과에 의하면, 지역 시민단체의 활동이 지역발전과 관련된 지역거버넌스 구축에 기여하고 있다고 평가받기는 어려울 것 같다. 3개년 동안 지자체( 또는 중앙정부)의 재정지원을 받은 총896건의 사업 중 절반(439건) 가량이 거버넌스 구축의 초보적 목표인 생활세계개선 활동에 집중되어 있을 뿐 다른 영역의 활동은 전혀 활성화되어 있지 않기 때문이다. 특히 순수 NGO 활동으로 간주되는 지방정치 활성화를 위한 사업, 지역경제 활성화 및 발전을 위한 사업, 그리고 국제관계 도모를 위한 민간차원의 활동은 극히 미진한 것으로 나타나고 있다. 지방분권 시대에 들어 지방정부와 지역 시민단체의 공동 참여를 통한 거버넌스 구축의 가장 중요한 목표가 바로 이들 사업과 관련된 지역주민들의 욕구에 대응하기 위한 것이다. 그러나 지역시민단체들의 이에 대한 대응은 극히 소극적인 형태로 이루어지고 있음이 본 연구에 의해 밝혀졌다.

The goals of local NGOs are improvement of life world(quality of life), innovation of local political environment, contribution of local economic development, and improvement of the local-based international interchange promotion. The above mentioned goals are the final oriented-point of local governance and community developmental needs. The purpose of this study is to answer to the question as follows; “how do local NGOs respond to those goals of governance?” That is, this study tries to identify this issue by analyzing empirically activities of Jeonbuk NGOs.
According to empirical content analysis, it is hard to say that the activity of local NGOs contributes the construction of local governance related to community development. For example, about 50% of local NGOs, which were financially supported by local and central governments, focused on the improvement of life world. This is the elementary goal of local governance construction. On the other hand, they were hardly involved in the other activities. That is, many of local NGOs were not involved in the works such as those of local political activity and local economic activity regarded as the pure nongovernmental organization activity, and non-governmental level activity for international interchange promotion. In the decentralization times the most important goal of local governance construction by the collaborative participation of local government and non-government organizations is to respond to the community development needs, which are related to the latter. From empirical data analysis, this study leads to the following conclusion that local NGOs’ response to the community developmental needs was never actively.
