This Study aims to test the hypothesis that social capital, which is believed to be nurtured by active participation on voluntary associations of citizens, promotes desirable civic culture and policy efficiency of local governments. After reviewing rivaling theories such as neoliberal constitutionalism, civic republicanism, and egalitarian pluralism, I proposed a typology of civic participation by crossing the affiliation in traditional-ties-oriented organizations and civic-oriented associations. By comparing four different types of citizens, i.e., (a) isolates (b) traditional-ties-oriented (c) associational (d) mixed, in terms of their behavior in tolerance over minorities, activeness in policy making, conflict-resolution, and group formation, I found that associational participation increases all these public_oriented civic activities. Yet, there are some ambiguities derived from the strong influence of traditional-ties-oriented activities. At the ward-level, the analysis shows that the increasing associational activities at the individual level is often closely transformed into a group-level selfishness. It shows that the accumulation of social capital does not always leads to positive results in local politics.
