Despite the vast research on The No Child Left Behind [NCLB], little is argued about the Supplemental Educational Services provisions [SES]. This study investigates state efforts to manage SES provider¡¯s quality so as to suggest the implications of a supplemental education for a nation-wide standard test policy in Korea. Data were collected from administrative codes, regulations and policy guidelines concerning SES providers of three states; California, Illinois, New York. The major findings of this study are as follows; 1) eligible applicants for SES are involving more various stakeholders including private business, 2) to monitor SES providers follows the due process based on regulations and administrative codes, 3) the termination of contract with SES providers depends largely on students¡¯ test scores. As a result, the study discussed practical and theoretical implications of a supplemental education for a nationwide standardized test policy in Korea.
