The purpose of this study is to introduce characteristics from the Superintendents of boards of education in Japan and suggest the implications to Korea. This article composed of six chapters; introduction and approach method, ideals and principles of local educational administration system, real operation and characteristics of the Superintendent system, discussion on the major improvement, and some implications. Educational administration shall be carried out in a fair and proper manner through appropriate role sharing and cooperation between the national and local governments(Local Educational Administration Bill, ¡×16).
The history of Japanese reform policy about local educational administration can be classified into four periods; The Board of Education Law(1948-1956), the Local Educational Administration Bill(1956-1999), Decentralization of Power(1999-2006), and Strengthening the Nation¡¯s Responsibility(2007-Now). The members of educational boards were appointed by the head of each local public body with the consent of the local assembly. And the each(prefecture, city, town, and village) educational boards appointed the each Superintendents among themselves.
As a characteristic of Superintendents system, The reform of Superintendents system is changing under the stream of ¡®General administration¡¯. it means connection of the Superintendent and the head of each local public body. But, they have not been able to produce a conclusion until now. As a conclusion, when we reform the select system of Superintendents, we should emphasized the importance of the final purpose of improving the school educational environment.
