본 연구는 통일과정에서 발생될 북한주민의 대규모 인구이동 가능성을 살펴보고, 그 대처방안을 수립·제시하는데 목적이 있다. 일부 분석에 따르면 통일이후 북한주민의 대규모 남하는 최소 140만 명에서 최대 600만명에 이를 것으로 추정된다. 이러한 북한주민의 대규모 이주는 정치ㆍ경제ㆍ사회적 혼란을 초래할 가능성이 높다.
본 연구에서는 통일방식과 근현대 한반도의 인구이동 약사와 그 원인을 살펴보고, 아울러 독일통일의 사례를 검토할 것이다. 또한 북한 인구의 통계학적 분석을 통해 남한으로의 대량이주 가능성을 진단해 보고, 그에 따른 정책적 시사점을 도출해 보고자 한다.

This research has the objective of surveying on the possibility of large scale of population movement of north Korean citizen that will occur during the reunification process and establish and propose the coping scheme for it. According to some analysis, the large scale of moving of the north Korean citizen into the South after the reunification is estimated to reach 1 million and 400 thousand people to 6 million people. This large scale movement of north Korean citizens has the high possibility of incurring political, economical and social confusion.
In this research, we will survey on method of reunification and the population movement history of the modern and contemporary Korean peninsula and the reason of it, and review on the German’s reunification cases. Also, we intend to diagnose the possibility of large scale of movement of the north Korean population into the south by analyzing the north Korea’s statistical data, and derive the political issues according to it.
