본 논문의 목적은 국제인권 개입의 유형을 인권레짐, 인권외교, 인도적 개입으로 세분하여 제시하면서 인권개선을 위한 국제사회 개입의 정당성과 수단 및 효과들을 검토하려는 것이다. 본 연구는2003년 이후 북한에 대한 유엔의 인권압력이 지속되고 있는 상황에서 향후 이러한 국제인권압력이 초래할 수 있는 효과에 대한 관심과 연관되어 있다. 아직까지 극단적인 폐쇄체제를 유지하는 북한에 가시적인 인권개선의 효과가 나타나고 있지는 않지만, 차후 북한급변사태를 가상한다면 인도적 개입 등 국제인권개입의 다양한 유형과 특징들이 가지는 함의는 유의하다고 본다.
인권개입 실패사례들은 북한과 같은 극심한 인권침해 국가들에 대한 국제개입이 불필요하고 부당하다는 논리를 지지하는 논거가 될 수는 없다. 국제 인권개입의 실패는 인권의제가 가지고 있는 근본적인 한계, 그리고 국제정치의 현실이 부딪혀서 나타나는 결과일 따름이다.
인권문제는 단순히 특정한 국가행위의 도덕성을 따지는 지엽적인 쟁역이 아니라 정치제도, 인식의 변화, 법제도의 변화를 내포하는 거시적인 사회변화 차원에서 바라보아야 한다. 따라서 인권문제가 해결되기 위해서는 국제개입의 강도와 지속성 여부를 포함해서 다양한 정치 사회 문화적 변수들이 작용하고 있다. 특히 강대국의 의지와 능력, 국제사회 개입 합의에 대한 강도, 주도국가의 존재 여부, 지역 세력균형 등 국제정치적 변수들은 매우 중요하다. 또한 국내정치, 사회적 변수도 중요할 것이다. 반대세력집단의 존재여부, 저항세력의 강도, 국가의 통제능력, 외부정보의 투입여부, 국제세력과의 관계 등도 인권개입의 성공 여부를 결정하는 중요한 요소이다.

This study aims at analysing and comparing legitimacy, effectiveness, and the means of international human rights pressures such as international regime, human rights diplomacy and humanitarian intervention. It is related to an interest whether international human rights pressures on North Korea after 2003 could effect a domestic reform. Especially humanitarian intervention approach might have some meanings when it comes to North Korea’s contingency issue.
The failure cases cannot be a ground for an argument that international human rights engagements are unnecessary and unfair. The cases show not only a structural limitation of contemporary international human rights regime but also conflicting reality of the world system.
Human rights promotion cannot be achieved only by moral assets of a nation. It can also include comprehensive social changes in political system, cognitive system and legal system as well. Various socio-economic domestic factors are working for it with external factors including political will of leading powers, the strength of consensus among major players, and regional balance of power. To make a success of international human rights pressure, domestic factors like the strength of opposition group and its relationship with international powers, control power of the state, and information penetration are important.
