The goal of this study is to discover the aim of civic education in the perspective of educational philosophy. For this goal, I examined the democratic education theory of Amy Gutmann and the communicative action of Jürgen
Habermas, and I discussed the aim of civic education on the basis of them.
Gutmann showed the partiality of the family state, the state of families and the state of individuals, and she argued conscious social reproduction. Conscious social reproduction is the democratic decision making process in which the state, parents, experts share educational authorities and students pursue values and the common
good of communities and rational autonomous thinking and decision.
Habermas criticized that impacts of economic system and political system became so great that lifeworlds of people were colonized. In order to overcome this situation, communicators in lifeworlds should examine mutually objective world, social world and subjective world, and understandability, truth, honesty, legitimacy, so they should recover communicative action.
Two theories show the basis of consensus that is derived from sincere mutual understanding and agreement in the educational practices in which diverse values and positions collide one another. Also, they highlight synthetic goal that overcome limitations of liberalism and communitarianism in that they consider both values of
communities and rational choices of individuals.
Communicative action and critical deliberation should be the teaching-learning model. Civic education should foster the ability to participate in policy-making process of communities and decide rationally. Two theories show how teachers and learners should interact each other. Above all, teachers should show sincere heart to learners and they should examine the whole lifeworlds. In so doing, they build trust and on the basis of the trust, they should examine the legitimacy of world and of each other.
