The purpose of this paper is to explain the relationship between the state and the global civil society by focusing on cooperation between states and INGOs. To this purpose, the paper explains how and why cooperation between states and INGOs were attained in the case of the movement to ban anti-personal mines which produced the Convention on Banning Anti-personal Mines in December 1997. The paper explores the features of such cooperation: (1) the emergence of a new multilateralism; (2) the leading role of middle powers; and (3) the minor roles of IGOs and the existing international norms. The following factors leading to such effective cooperation were identified and explained: (1) confidence built between leading states and INGOs; (2) the existence of clear common interests among the leading states and INGOs; (3) the active patronizing role of Canada for NGOs; (4) the leading role of influential and powerful INGOs, such as ICBL and ICRC; and (5) world public opinion formed in support of banning landmines. Based on the findings of its case study, the paper provides some implications for future cooperation between states and INGOs.
