The purpose of this study is to analyze the possibility of Northeast Asian multilateral security regime with focus on the Six-Party Talks and the U.S. policy on Northeast Asian multilateral security cooperation. This study argues that the result of the fourth Six-Party Talk has an important implication for the possibility of Northeast Asian multilateral security regime by providing the experience of multilateral cooperation with North Korea and active participation of the U.S. in Northeast Asian multilateral talks. In addition to the experience of Six-Party Talks, the changing U.S. policy on the Northeast Asian multilateral security regime greatly enhances the chance of the formation of Northeast Asian multilateral regime. The security order in Northeast Asia increase the demand of multilateral security institution and the U.S. is responding to this changing security environment in Northeast Asia. Also the U.S. is concerning the recent development of forming multilateral institution in Northeast Asia by Northeast Asian countries alone. The U.S. policy on Northeast Asia, especially how much the U.S. allows the influence of China in Northeast Asia region will determine the possibility of Northeast Asian multilateral security regime.
