This paper presents an examination of whether state government performance can be attributed to 1) structural characteristics that impact the cohesiveness of policy demands, and/or 2) institutional features designed to promote responsiveness to those demands. Using an ordered probit model to examine state performance grades awarded by the Government Performance Project, the analysis indicates that both structural characteristics such as racial diversity and fiscal flexibility, as well as institutional factors such as business training, electoral competition and administrative professionalism significantly affect state government performance. In general, these findings indicate that although some of the characteristics believed to affect performance fall largely beyond the control of state policymakers, many aspects of government performance can be proactively managed to achieve greater responsiveness in public service provision.
