In this research, I indicate necessity of substantial treatment and rehabilitation about narcotic users.
By social system, we have treatment protectorate, but this system is not achieving the function and role properly in actuality. To narcotic user escapes from drug addiction, more suitable treatment should be gone ahead than punishment. Our current legal system allows narcotics users to receive rehabilitation in a private facility without criminal penalty, but the system is not properly operated. So, to encourage abusers to use this program(system) more aggressively, police officers, prosecutors and others, including the National Commission on Counter Narcotics, have to seek ways to stimulate the system. Promoting the treatment protection system is important, but in the case of narcotic users who want to get treatment protection first, the treatment has to be a top priority rather than the penalty itself. In accordance with the Federal Confidentiality Law, the administrative body should keep the public trust to those abusers who are in the treatment system. Also, by using standardized evaluation measur ements that connect treatment protective or treatment custody systems and community treatment, we have to identify the narco tic users who are in need of treatment, and then make them choose the most efficient and effective rehabilitation system depe nding on their level's of dependence on drugs.
In the process of revising laws concerning narcotic users, continu ous comparative studies are needed to improve the system. Furthermore, the role of an inquiry commission on treatment pro
tection has to be changed from cooperative to voluntary, and it has to be a device that can substantially examine the abuser's purposes.
While strengthening the rehabilitation program and nurturing experts, the program has to be created as a form of therapeutic community. In this regard, establishing a community rehabilitation network can be one answer, as well as organizing a private network. The war on drugs can be accomplished only when the efforts of all of the government's branches are powered by a cooperative network of civil society. These attempts have been made several times before, but it had gone to naught. Therefore, making an organic cooperation system with civil society, based on the local community, is necessary.
