The purpose of this dtudy was to analyze the structure of special educational investment and to estimate the rates of return to Mental Retardation Children's schooling.
In the study, following methodologies are used : 1)to calculate public and private special educational expenditures(Mental Retardation Children's school), the budgets of the special school and provincial offices of Kwang-Ju and Jen-nam and parents of Mental Retardation children' educational expenditure : 2)
to calculate Career Income of Mental Retardation Children at work field, Individual income and salary in Job. 3)Special Educational Investment and Rates of Return were estimated on the basis of shot-cut model by using Quattro program.
Major findings are as follows:
1)The total amount of special educational investment(Mental Retardation Children's school) is estimated to be 284 ten thousand won (elementary school)- 333 ten thousand won (vocational program) per one year by public input. and 132 ten thousand won (elementary school)- 188ten thousand won (vocational program) per one year by private input.
2)After elementary and vocational program, mental retardation's income per one year was 360ten thousand won (middle school)-1,180ten thousand won (vocational program).
3)The rates of return to special education(mental retardation)'s was 6.82(middle school- private), 8.92(high school- private), 4.77(vocational program -private),
and 1.97(middle school-social rates of return), 3.27(high school-social rates of return), 4.00(vocational-social rates of return).
3)Based on the results of analysis, It is recommended that special educational expenditure should be increased in order to improve the quality of special education and to utilize mental retardation's resources more efficiently and that with the increase of public educational expenditure for vocational educational in special school.
