교육이 수익사업인가에 대해서 각기 다른 시각들이 있으며, 그 결과는 투자의 선호를 결정 짓는 한 요인이 되고 있다. 따라서 정신지체인들에 대한 투자는 기피의 대상이 되고 있는데, 과연 그러할 것인가에 대한 문제의식 하에서 접근 한 것이다. 우선 정신지체아동들에 대한 교육투자규모는 학교 급별에 따라 각각 어느 정도이고, 경제적 산출은 학교 급별에 따라 각각 어느 정도이며, 교육투자 수익율은 학교 급별에 따라 각각 어느 정도인가를 밝히고, 투자정책에 대한 발전방안을 모색한 것이다. 분석결과
정신지체아동들에 대한 교육투자규모는 초등의 경우 학생당 년 공공비용은 284만원이, 사적비용은 132만원이 투자되었고, 중학단계의 경우는 306만원과 145만원이, 고등부는 323만원과 187만원이 그리고 직업교육과정은 333만원과 188만원이 각각 투입되었다. 정신지체아동 교육의 경제적 산출(취업활동을 통한 소득)은 중학과정을 졸업한 경우 20세 수준에서 월 소득액은 30만원이었으며 고등부는 60만원 그리고 직업교육과정은 약 98만원이었고 이러한 소득은 기본소득액 30만원과 각종 세금을 제한 순수한 평균소득이었다. 정신지체아동들에 대한 교육투자 수익율은 학교 급별에 따라 그리고 개인과 사회적 측면에 따라 각각 약간씩 차이를 보이는데 우선 사적 투자 수익률은 중학부의 경우 6.82, 고등부는 8.92 이었고 직업교육프로그램은 4.77이었고, 사회적 수익률은 중학부의 경우 1.94, 고등부는 3.27 그리고 직업교육과정은 4.00이었다.
위와 같은 결과를 고려 할 때, 정신지체아동들에 교육투자는 매우 유익한 경제적 가치를 가지며, 특히 고등부로 올라갈수록 그 가치는 커진다. 특히 정신지체아동들의 경우 직업교육의 투자 수익률이 현저히 높다는 사실을 감안하여 보다 적극적인 직업교육프로그램의 개발과 수혜기회의 확대에 대한 정책당국의 노력도 요구된다.

The purpose of this dtudy was to analyze the structure of special educational investment and to estimate the rates of return to Mental Retardation Children's schooling.
In the study, following methodologies are used : 1)to calculate public and private special educational expenditures(Mental Retardation Children's school), the budgets of the special school and provincial offices of Kwang-Ju and Jen-nam and parents of Mental Retardation children' educational expenditure : 2)
to calculate Career Income of Mental Retardation Children at work field, Individual income and salary in Job. 3)Special Educational Investment and Rates of Return were estimated on the basis of shot-cut model by using Quattro program.
Major findings are as follows:
1)The total amount of special educational investment(Mental Retardation Children's school) is estimated to be 284 ten thousand won (elementary school)- 333 ten thousand won (vocational program) per one year by public input. and 132 ten thousand won (elementary school)- 188ten thousand won (vocational program) per one year by private input.
2)After elementary and vocational program, mental retardation's income per one year was 360ten thousand won (middle school)-1,180ten thousand won (vocational program).
3)The rates of return to special education(mental retardation)'s was 6.82(middle school- private), 8.92(high school- private), 4.77(vocational program -private),
and 1.97(middle school-social rates of return), 3.27(high school-social rates of return), 4.00(vocational-social rates of return).
3)Based on the results of analysis, It is recommended that special educational expenditure should be increased in order to improve the quality of special education and to utilize mental retardation's resources more efficiently and that with the increase of public educational expenditure for vocational educational in special school.
