This study explores teachers' perception of the current pay system and its right direction to be headed. It also analyzes the correlation between teachers' attitudes toward the merit-based pay system and their backgrounds with an aim to provide basic data necessary for reasonable reform of the teacher's pay system. The major findings are as follows:
First, teachers in general are unsatisfied with their pay levels, and think that they are severely underpaid compared with professional workers or those working in the private sector if they have same years of work experience.
Second, most teachers believe that seniority, difficulty of work and labor quantity are primary factors to consider in determining the salary level. They are mostly negative about tying group or individual performance to their salary.
Third, teachers prefer the wage peak system to the existing linear career-oriented pay system, but have a pessimistic view on the performance-based pay system.
Finally, members of the Korean Federation of Teachers' Associations
(KFTA) or the Korean Teachers' Union (KTU), public school teachers, teachers with bachelor's degree and teachers with many years of working experience were relatively more unfavorable to the performance-based pay system. Therefore, when considering the introduction of the system, newly hired teachers in private schools would be the right candidates to begin with.
