Enhancement of quality of life requires improvement of safety in complex interaction of human-machine-environment system. One of the most important issues related to the efforts of preventing accidents and improving safety is to examine the effectiveness of various approaches and to select most appropriate approach. The present paper compared behavior-based approach(in particular, behavior modification technique) and human factors approach in terms of their relative strength and weakness. Although behavior modification technique which is based on traditional behaviorism is very effective to prevent undesired behavior and to induce required behavior, its effect appears to be last only short period and restricted to only targeted behavior (rather than to be expandable to general behavioral pattern). Human factors approach (or ergonomics) pursues integrated reconciliation between human and engineering factors to enhance safety through proper allocation of functions based on relative capability and limitation of human and machine and systematic human error analysis. Although a specific approach can be more effective than others under a given situation, future approaches of safety should emphasize on autonomous and self-responsible behavior rather than enforced behavior, (2) reinforcement of safe behavior rather than punishment of behavioral error, (3) behavioral process rather the its outcome, (4) prospective prevention rather retrospective treatment, (5) continuous enhancement rather than temporary modification, and (6) integrated rather than individual changes of human - machine - environment system.
