In order to overcome the weaknesses of the present salary system, this research analyzes and compares the teachers' salary systems among Korea, the U.S.A. and Japan. Suggestions for a better salary system are displayed, based on the analyses and the comparisons. External equilibrium, rational differentiation, living stability, and fairness as against pay ability are chosen as the criteria for the appropriate comparisons among the salary systems of those countries. In addition, teachers' education, teachers' working environment, and welfare system that affect the teachers' salary systems of each country are explored.
The results show that the teachers' salary in Korea is not so high as the OECD Reports show. The teachers' salary level in Korea is low when compared with the cost of living and capacity to pay. Especially, this is obvious considering teachers' working conditions in Korea. In addition, rational differentiation is not employed depending on the years of experiences or education.
In order to improve the present salary system and recruit qualified teachers, it is necessary to raise the increase rate of salary to as other jobs and the salary level for teachers.
