The Transition from Plan to Market has become a dominent theme in Chinese Housing Policy in the last two decades. This paper reviews the progress made in the 1980~90s and the outlook for new housing policies being proposed and implemented in china today.
While the Chinese housing reform programme has been rigorously implemented along the direction of marketization and commodification, this paper argues that the reform process has generally neglected its side effect. The uncertainty and risks are emerging at a number of levels and areas. This article looks at the uncertainty and equity problem of the chinese housing market; The most recent policy initiative of stopping material distribution only cut the physical and management linkage between housing and employment, but not the economic linkage. Reform process has created enormous benefits for those who were better located on the social ladder under the old regime.
This paper ends with some recommendations for ways to overcome these problems. A measure for establishing property rights was proposed in relation to an improvement of housing markets system. Especially, the reform of housing should break the links between employment and residence.
