이 글은 최근 활발하게 논의되기 시작한 동북아문화공동체 구상이 지향하는 취지와 방향성에 공감하면서 그 같은 문화공동체의 정체성(identity) 문제, 다시 말해서 동북아문화공동체의 정체성을 어떻게 구축, 확산해 갈 것인가 하는 점에 초점을 맞추어 살펴보고 있다.
동북아지역의 경우 상이한 근대화 과정과 불행했던 과거 등으로 인해 지역성이 갖는 정체성 자체가 약한 만큼, 정체성의 지역적 공유와 새로운 지역 정체성을 만들어가는 것이 중요하다. 따라서 ‘정체성’에 대해서는 유동적이며, 하나가 아닌 다수로 존재할 수도 있으며 또 분열된 것으로 존재할 수 있다는 사회 구성주의(social constructivism)적인 관점에서 바라볼 필요가 있다. 공유된 아이디어나 이념, 신념체계나 상징체계 등의 사회적, 문화적 이념 요소들에 의해서도 정체성이 형성될 수 있기 때문이다.
그 같은 관점에서, 동북아문화공동체가 정체성을 구축, 확산시켜갈 수 있는 방안으로 1) 동아시아공동체와 동북아공동체의 관계 설정, 2) 동북아시아 문화유산의 현재화: ‘한자’ 문화의 현대화와 지적 교류의 활성화, 3) 대중문화 교류, 사이버 공간과 디지털 문화의 활용, 4) 새로운 철학과 이념의 창출: 가치창출과 공유, 5) 제도적 장치와 기구 설치 방안 등에 대해 검토해보고 있다.
아울러 다문화주의(multiculturalism)적인 열린 인식으로 나아가야 한다는 것, 각 민족과 국가의 문화, 가치와 전통을 서로 인정하고 공존하는 상생과 조화를 향한 네트워크부터 시작해가야 한다는 것, 그리고 다양성 속의 통합성과 통합성 속의 다양성을 동시에 추구해가야 한다는 점을 제안하고 있다.

This paper focuses on the identity and its building method of North East Asian Cultural Community(NEACC) which has been discussed actively in recent times. Basically this paper agrees to the the idea and orientation of NEACC in the view of recent Regionalism. The point is how to build and diffuse the cultural identity of the North East Asia.
In the case of North East Asian area, because of different modernization process and unhappy past of each other, the identity of region is very weak. Therefore it is very important to make a common identity between them, namely a kind of new regional identity. Under the such condition, it is useful to understand the identity in the perspective of social constructivism, which stresses the social and cultural factors such as common idea, belief system, symbol and etc in building of the identity. In that sense, it is also a matter of future project.
Concretely this paper examinates the methods of builing and diffuse of NEACC, namely, 1) the establishment of proper relation between NEACC and East Asian Community(EAC), 2) the present use of cultural heritage of North East Asia, for example the positive use of Chinese Character and the intellectual communication, 3) the exchange of mass culture, the constructive use of cyber space and digital culture, 4) the making of a new philosophy and idea in search of the common value, and 5) the instrument of institution and the organization buidng.
For the positive NEACC, it is necessary to go to the open mind of multiculturalism, to begin a soft type of networks which recognize the culture, value and tradition of each nation and state, and to quest for the 'unity in the diversity' and the 'diversity in the unity' simultaneously.
