This paper focuses on the identity and its building method of North East Asian Cultural Community(NEACC) which has been discussed actively in recent times. Basically this paper agrees to the the idea and orientation of NEACC in the view of recent Regionalism. The point is how to build and diffuse the cultural identity of the North East Asia.
In the case of North East Asian area, because of different modernization process and unhappy past of each other, the identity of region is very weak. Therefore it is very important to make a common identity between them, namely a kind of new regional identity. Under the such condition, it is useful to understand the identity in the perspective of social constructivism, which stresses the social and cultural factors such as common idea, belief system, symbol and etc in building of the identity. In that sense, it is also a matter of future project.
Concretely this paper examinates the methods of builing and diffuse of NEACC, namely, 1) the establishment of proper relation between NEACC and East Asian Community(EAC), 2) the present use of cultural heritage of North East Asia, for example the positive use of Chinese Character and the intellectual communication, 3) the exchange of mass culture, the constructive use of cyber space and digital culture, 4) the making of a new philosophy and idea in search of the common value, and 5) the instrument of institution and the organization buidng.
For the positive NEACC, it is necessary to go to the open mind of multiculturalism, to begin a soft type of networks which recognize the culture, value and tradition of each nation and state, and to quest for the 'unity in the diversity' and the 'diversity in the unity' simultaneously.
