이 연구는 지난 40여년 동안 유네스코가 추진 해 온 평생교육의 국제적 보급이 한국의 평생교육에 미친 영향을 탐색해 보고자 하는 의도에서 수행되었다. 따라서 이 연구에서는 1970년대·1980년대·1990년대·2000년대로 구분하여 유네스코에서 추진해 온 평생교육의 국제적 보급과정을 분석.검토하였으며, 우리 나라는 이를 어떻게 수용하였는가를 살펴보았다. 이러한 연구를 통하여 얻은 주요 결론은 다음과 같다.
첫째, 우리 나라의 경우 1960년대 중반부터 1980년대까지는 유네스코가 국제적으로 보급했던 평생교육의 구상을 개념적 차원에서 논의하고 이해 하는 수준에 불과했음을 지적하고 있다. 둘째, 1995년 교육개혁안인 신교육체제 수립에서는 유네스코가 국제적으로 보급했던 평생교육의 구상을 대폭 수용한 것으로주장하고 있다. 셋째, 우리 나라 5.30 교육개혁안의 신교육체제 수립안에서 수용한 유네스코의 평생교육 구상은 2000년대 한국 평생교육 정책의 기조로 유지되고 있는 것으로 보고있다.
특히, 유네스코의 평생교육·평생학습에 대한 국제적 보급이 우리 나라 5.30 신교육체제 개혁안에 미친 영향으로 ⓛ누구나, 언제, 어디서나 원하는 교육을 받을 수 있는 열린 교육 체제를 구축함으로써, 모든 국민이 자아 실현의 극대화로 요약 되는 평생학습사회 건설이라는 교육개혁의 기본 방향 설정, ②교육 공급자 중심의 교육개혁에서 학습자 중심의 교육개혁 관점의 전환, ③성인의 다양한 학습요구의 충족과 학위취득 제도의 다양화 ④2000년대 시행된 평생교육법의 제정의 주요 내용 구성 등을 제시하고 있다. 이러한 평생교육·평생학습 체제수립의 노력에도 불구하고 아직도 법적 기반의 미비· 재정의 영세성·지역적 불균등 발전 등의 문제점이 있음을 지적하고 있다.

This study analyzes the effect of the international propagation of UNESCO's lifelong education on Korean lifelong education from the mid-1960s to the 2000s. In particular, the study analyzes the international propagation of UNESCO's lifelong education classified into the following periods: the 1990s, 1980s, 1970s, and 2000s. It also analyzes how Korea has reflected the propagation to the education innovation by time period. The results of this study suggest two main points. Firstly, the effect of the international propagation of UNESCO on the Korean lifelong education was extremely weak until 1990. That is, it was merely at the level of introducing the concept of lifelong education of the 1970s and 1980s to Korea. Secondly, the concept of UNESCO's lifelong education was reflected directly for the first time in the new Korean education system through an education innovationplan proposed on May 30, 1995. The main effects of the concept of UNESCO's education on Korean lifelong education, implemented in the new education system became the background of the following: ① establishment of the basic direction for education innovation, which aims to construct a lifelong learning society ② conversion from education supplier-led education innovation to consumer-led education, namely learner-driven education innovation; ③ establishment of diverse systems for the acquisition of degrees such as a credit-banking system and class registration system; ④ establishment of the background for lifelong education law and the diversification of suppliers.
