In search of the ways to build the Regional Community in Northeast Asia, one of the lessons we can get from the European experience is that if the democratic practices and decisions of one have enormous potential to override or negate the democratic credentials and requirements of the other, transnational democracy has the potential to extinguish effective self-governance at local or national levels. Without the institutional capacity to enforce the transnational democratic will on the most powerful transnational forces, democracy beyond the state simply becomes inconsequential. On the other hand, the existence of such a capability may creates the possibility of the tyranny of transnational democracy which is susceptible to negate the legitimate democratic rights of minorities. The fourteen EU member states decided to put Austria under diplomatic sanction and to reduce bi-lateral relations to a technical level for the first time in EU history, claiming that building a coalition government including the extreme xenophobic right Freedom Party violates the principles of democracy upon which European Union is founded. Can one of the member states interfere with another member state¡¯s democratic elections? The case suggests that in the absence of constitutional mechanisms or any clear agreement as to the content of a legal principle of democracy in the international arena, international organizations may face dilemmas.
