The federal No Child Left Behind(NCLB) Act is a well-intentioned piece of legislation passed by Congress to improve education. NCLB legislation reauthorizes the Elementary and Secondary Education Act(ESEA), the federal government's largest investment in K-12 education. NCLB have four-key principles; accountability for results, unprecedented state & local flexibility & reduced red tape, focusing resources on proven educational methods, and expanded choices for parents.
At this point in NCLB implementation, we see warning signs of problem as well as early signs of some positive effects. On the positive side, states and districts report that students' achievement scores are rising. On the negative side, states and districts continue to struggle with not only accountability requirements for students with disabilities and English Language Learners but also lack of capacity and funding. In sum, the evaluation of the third year of NCLB implementation reveals support for the goals of the NCLB and encouraging signs of positive impact. But problems persist that have been exacerbated by the way the NCLB has been administered. Mid-corrections must be made in federal administration, funding capacity, and other areas if the nation expects to see long-term, sustainable improvements in student achievement.
